RECITALS:

I. On June 17, 2020, Grays Harbor County was approved to move to Phase 3 of Governor Inslee’s “Safe Start” approach to reopening;

II. In Phase 3, it is still strongly encouraged, but not required, that high-risk populations continue to stay home unless engaging in permissible activities. Recreational activities were able to expand such as outdoor group recreations (50 or fewer people), gyms and public pools (<50% capacity), and gatherings up to 50 people

III. Due to the increase of COVID-19 cases in Grays Harbor County, and the state, on July 16th, 2020, Governor Inslee and Secretary of Health John Wiesman announced a new limit on social gatherings and a ban on live entertainment

IV.  Under the new “Safe Start” phase limits, the number of individuals allowed in social gatherings during Phase 3 was reduced from 50 people to 10 people;

V. The new “Safe Start” phase limits are to go into effect Monday, July 20, 2020.

NOW THEREFORE, it is hereby found and ordered by the undersigned James Sorensen, in his capacity as Mayor of the City of Elma, as follows:

SECTION I: Based upon the Findings that COVID-19 case numbers continue to increase in Grays Harbor County, and statewide, and the new “Safe Start” phase limits ordered by Governor Inslee and Secretary of Health John Wiesman, there is hereby recognized the existence of a continued public health emergency.

SECTION II: Pursuant to authority granted under RCW 38.52.070(2) and RCW 38.52.110(1), the Mayor orders as follows:

The day use of the City’s public parks shall remain allowed for such individual activities as walking and personal sports activities: HOWEVER, public gatherings of 10 people or more, and team sports requiring participation of 10 or more people, within the City’s parks and recreational facilities will be prohibited.

SECTION III: In recognition of the common interest the recognized groups historically utilizing the City’s parks for team activities, as a courtesy a copy of this document shall be provided to the authorized representatives of the Elma Little League, the Elma Girls Fastpitch League, and the Elma-McCleary Youth Soccer Club

SECTION IV: This Order will remain in effect until terminated by action of the undersigned as Mayor of the City.
